  • Reinforcing the Early Childhood Education Industry

While Indiana is committed to helping the early childhood education industry recover from the COVID-19 pandemic with short-term relief and recovery initiatives, it is also critical we focus on system-building supports that will help ensure the industry is strong for the future.

In coordination with our state’s many partners, funding will support data initiatives, care-finding tools, program quality-building initiatives, new operational supports for providers and targeted local capacity building to increase access across Hoosier communities. From the state’s Coronavirus Response and Relief Supplemental Appropriations (CRRSA) funding, 20% is directed to these system-building initiatives.

  • Addressing Gaps in Supply and Demand

Programs will use a new mobile interface to report their bi-weekly enrollment, which will help inform statewide supply and demand, as well as ongoing investments. The Office of Early Childhood and Out-of-School Learning will monitor the supply and demand data and partner with communities to address gaps through agreement center slots and targeted capacity-building initiatives.

  • Modernizing Families’ Care-Finding Experience

To continue supporting early childhood education enrollment statewide, the Office of Early Childhood and Out-of-School Learning will support Early Learning Indiana’s launch of a statewide online child care marketplace to increase quality, modernize care finding and introduce new marketing supports for programs.

  • Solving Workforce Challenges

In partnership with the Indiana AEYC, a new Substitute Teacher Certificate will be created to support the creation of shared substitute pools to fill staffing vacancies. Resource pools will be regionally operated, but the Office of Early Childhood and Out-of-School Learning will help to enable their success through this new credential, recruitment supports and by ensuring participants meet training and regulatory requirements.
