How to Report a Childcare Concern

Every child deserves a safe, healthy and nurturing environment. If you ever have a concern about your childcare provider, you have the right to speak up. Reporting concerns helps to protect children and ensures that childcare providers meet the important health and safety standards that your child and family deserve.

You do not need proof to report a concern. If something doesn’t feel right, it’s okay to ask questions or report it.

When Should I Report a Concern?

  • You may want to report a concern if you notice things like:

    • Improper storage of cleaning products
    • Unsafe sleep practices for infants
    • Children left unattended
    • Unsafe equipment or environment
    • Poor hygiene or sanitation
    • Harsh tones or behavior directed toward children
    • Children appearing fearful of staff

  • Additionally, if you have a Child Care and Development Fund (CCDF) voucher, you should also be aware of and report concerns related to the following:

    • Provider marking attendance for children not enrolled or forging a parent signature
    • Being charged more than the amount listed on your voucher
    • Children not being kept at the address listed on your voucher
    • Misrepresenting enrollment or eligibility

What Happens When I Report?

When you submit a concern:

  • The Office of Early Childhood and Out-of-School Learning (OECOSL) reviews your report.
  • The OECOSL Licensing team may investigate the situation and, if necessary, they will conduct an inspection of the program.
  • If violations are found, the provider may be required to make corrections or face enforcement actions.

Can I Report Anonymously?

Yes. You may choose to report anonymously. Your information will be kept confidential and will only be used if additional details are needed.

If you suspect child abuse or neglect, contact the Indiana Child Abuse and Neglect Hotline at 1.800.800.5556. If a child is in immediate danger, call 911.

When filing a complaint, please be prepared to share:

  • The name of the childcare program
  • The address of the childcare program
  • Details about your concern
  • Any information about individuals involved in the incident
  • Approximate date, time and location where the incident occurred
