Indiana Birth-5 Strategic Plan 2020-2022

In early 2019, the State of Indiana received a Preschool Development Grant (PDG) from the federal Administration for Children and Families (ACF). Shortly thereafter, the State, through the Family and Social Services Administration’s (FSSA) Office of Early Childhood and Out-of-School Learning (OECOSL) convened a strategic planning committee of birth through age 5 (birth-5) stakeholders to assess the current landscape, to capture existing efforts, and to make recommendations for the next three years and beyond. This strategic plan document is the output of this convening to develop the State of Indiana’s comprehensive strategic plan across all agencies in the birth-5 service array1 to best meet the needs of our children and families.
