    Indiana’s Build, Learn, Grow program is extending scholarships for qualified families through March 2022!

    Indiana’s new Build, Learn, Grow program helps families that work in essential businesses connect to the care and education support their kids' need – building reliable child care infrastructure, creating new learning opportunities for young students and helping our communities grow.

    The Indiana Office of Early Childhood and Out-of-School Learning — in partnership with Early Learning Indiana, the Indiana Afterschool Network and SPARK Learning Lab — is offering scholarships to families that work in essential businesses to help connect children ages 0-12 to quality early care and out-of-school learning opportunities.

    Scholarships will cover up to 80% of a child’s early care and education, summer learning, or out-of-school program tuition.

Eligibility

Indiana families meeting the following eligibility criteria may apply for a Build, Learn, Grow scholarship.

  • One adult in the household must work in an essential business such as health care, human services, education, retail, restaurant and food service, essential infrastructure, media, manufacturing and logistics, religious and charitable organizations and many others. A full, detailed list can be found HERE.
  • The scholarship amount is based on a family’s gross monthly income as follows.

Once families fill out a Build, Learn, Grow application, they should submit it along with pay stubs (or income verification form) to their early care or out-of-school-time program via email or in-person. Programs will then verify the family’s eligibility and submit a claim to the Office of Early Childhood and Out-of-School Learning to collect the scholarship on the family’s behalf.

Program Requirements

Early care and education and out-of-school-time programs must be CCDF eligible to participate in the Build, Learn, Grow scholarship program. If your program is not CCDF eligible, contact your state licensing consultant to get started.

Programs must complete the required Build, Learn, Grow informational session in Indiana Learning Paths, accessed through I-LEAD.

  • Time period: May 2021-March 2022
  • Eligibility: Programs must be CCDF eligible and complete the Build, Learn, Grow Informational Session.
  • Description: Indiana’s Build, Learn, Grow scholarship fund helps rebuild early care and education enrollment and offers families of essential workers scholarships toward their children’s early care and education, summer learning or out-of-school time care.
  • What is the Build, Learn, Grow program?

    Indiana’s Build, Learn, Grow program helps families connect to the care and education support their children need – building reliable child care infrastructure, creating new learning opportunities for young students, and helping our communities grow. The Build, Learn, Grow program offers families of essential workers scholarships toward their children’s early care and education, summer learning or out-of-school time care.

  • Who qualifies for a Build, Learn, Grow scholarship?

    To qualify for a scholarship, a family must reside in Indiana. At least one adult in the household must work in an essential business and enroll their child in early childhood education, summer learning or out-of-school time care. Essential businesses include health care, human services, education, retail, restaurant and food service, essential infrastructure, media, manufacturing and logistics, religious and charitable organizations and many others.   • How many scholarships are available?

    The Indiana Office of Early Childhood and Out-of-School Learning — in partnership with Early Learning Indiana, the Indiana Afterschool Network and SPARK Learning Lab — is offering 50,000 Build, Learn, Grow scholarships to Hoosier working families.

  • What do scholarships cover?

    Scholarships cover up to 80% of a child’s tuition at an eligible early care and education program, summer program or before- or after-school program, from May 2021-March 2022.

  • What is required for programs to participate?

    To be eligible to collect Build, Learn, Grow scholarships, programs must be CCDF eligible and complete the Build, Learn, Grow Informational Session

  • How do programs claim the family scholarships?

    Programs will claim family scholarships by submitting claim forms after collecting a family’s application and verifying their eligibility.

  • How do programs extend the length of an awarded scholarship?

    Starting July 20, providers can submit claims for August and September to extend awarded scholarships for children remaining in their care. An email with further instructions and the direct link to the new scholarship extension form will be sent on July 20 to all programs with approved claims. The scholarship extension form is streamlined to allow for quicker submission. After September, scholarships can be extended for families in quarterly claims.

  • What should I expect after submitting a claim?

    You will receive an automatic response from Submittable confirming receipt of your claim. If you do not see a confirmation email in your inbox, please check your email's spam/junk folder.

  • How long does the Build, Learn, Grow program run?

    Build, Learn, Grow scholarships run from May 2021-March 2022.

  • Where do programs go to complete the informational training session?

    To complete the Build, Learn, Grow Scholarship Fund information session, programs should log in or create a free account at ilead.in.gov. Then click the green "Start Your Indiana Learning Path" button. Choose "Courses" from the menu on the left-hand side, and search "Build, Learn, Grow Scholarship Fund Information Session" to register and start the course.

  • When can programs submit claims?

    Programs should submit claim forms after collecting a family’s application with pay stubs (or income verification form, haz clic AQUÍ para la forma en español) and verifying their eligibility.

  • Can programs backdate children prior to the date of claim submission?

    Claims may be backdated to the first Monday of the month in which you submit a claim. For example, claims submitted in July may be backdated to July 5 for children who were enrolled prior to July 5.

  • How soon will claims be paid?

    Generally, claims will be paid within two weeks from the point your claim status moves to accepted.

  • Can programs submit claims without completing the informational session?

    No. To be eligible to participate in the scholarship program, providers must first complete the information session.

  • What if a family leaves the program before their planned end date?

    Build, Learn, Grow scholarship funds may be used to pay for any expenses that would have otherwise been covered by tuition fees. If a family disenrolls (or changes frequency and therefore rate) prior to the end of the period covered by the claim, funds may be applied to operating expenses (including staffing, materials, supplies and facilities expenses) used to carry out the program’s educational services. Refer to the Terms and Conditions for more information.

  • What are programs expected to track or report?

    Programs will submit a report at the end of the claim period. Programs should track and report the following: a detailed accounting of any funds associated with early disenrollments and how such funds were spent consistent with the Allowable Early Disenrollment Expenses; a description of whether each child receiving a Build, Learn, Grow scholarship remained in the program following the expiration of the scholarship; and family testimonials about the impact that Build, Learn, Grow scholarships had on their ability to work and their children’s ability to learn.

  • How can I promote the program to families in my community?

    Promote the program to your families via email, text and social media using resources found in this toolkit.

  • My program is closed during the summer, but we have children enrolled for next school year. When can I submit scholarship claims?

    You can submit scholarship claims for services provided when your program is open and serving children.

  • Can programs start a family before their claim is approved?

    Programs may, at their discretion, start a family before the claim is approved. However, if the claim falls through or is not approved, the program will be responsible for the tuition.

  • My program is an LLEP or LEA. Am I eligible?

    As of June 1, school-based programs — including LEAs, legally licensed exempt programs and licensed centers — are eligible to accept Build, Learn, Grow scholarships. Programs must be CCDF eligible and complete the Build, Learn, Grow information session in Indiana Learning Paths. See the FAQ above for how to access the information session.

  • What if a family can’t afford their co-pay?

    If a family cannot afford their co-pay, it is the provider’s discretion to waive the family’s co-pay or provide them with financial assistance.

  • What happens if a family cannot afford to continue care after their scholarship ends?

    The provider may, at their discretion, decide to offer the family financial assistance on their own.

  • Who should I contact with questions?

  • The claim application asks for the weekly rate of care for each child claimed. Do I input the full rate or 80% of the full rate in this field?

    You should input the full weekly rate of care for this child. We will calculate 80% of your full rate as we process the claim. (See also FAQ about how to handle two different rates for the same child.)

  • What do programs do if a child has a planned tuition change while on the scholarship?

    Programs may charge different rates for school-year and summer programming, or children may age into a different tuition level while on the scholarship. If there is a planned tuition change, programs should submit the child multiple times on a single claim using the same family application and paystubs (or income verification form, ) and noting the appropriate tuition with the enrolled dates.

    Example:
    · Child 1: Taylor Smith; start date: 5/3/2021; end date: 5/28/2021; Weekly rate: $100/week
    · Child 2: Taylor Smith; start date: 5/31/2021; end date: 7/30/2021; Weekly rate: $200/week

  • What if a family falls below 128% FPL and doesn't qualify for a Build, Learn, Grow scholarship?

    If a family's gross income is below 128% of FPL, they qualify for CCDF. They will then fill out their application on Early Ed Connect and upload their documentation. You will fill out the provider information page. Once completed, the family will schedule an appointment with their local eligibility office here. If the family is approved during their appointment, they will receive their CCDF voucher.

  • If a family decides to switch from part-time care to full-time care after being awarded a scholarship, how does a provider submit a claim for the full-time rate?

    The provider can use the same completed family application to submit a new claim. If the accompanying income documentation is older than 90 days, more recent income documentation will be needed from the family. In the new claim, the provider should enter the child’s information, including the weeks of full-time care at the rate of full-time tuition minus the part-time tuition (the difference between the two rates). For example, if the family begins full-time care on June 28 at the rate of $250 per week and the part-time rate of care is $100, the provider would enter a claim start date of June 28 and a weekly rate of care of $150.

  • The family situation has changed for one of my program’s children with an approved scholarship. Can I request that they be re-evaluated to adjust their scholarship in an extension claim?

    Include the child as a disenrollment in your extension claim, then submit a new scholarship claim for the child, including all updated information, a new family application and recent income verification. The child can be re-evaluated under the new circumstances.

  • If a child received a scholarship when they were 5 years old and has now turned 6, do we need to resubmit a claim?

    If the child is continuing with the same program, you do not need to resubmit a claim. You can include the child on the scholarship extension claim for this site through March 2022.

  • How should I extend scholarships for children moving between licensed sites in the same program?

    Please reach out via scholarship@earlylearningindiana.org or scholarship@indianaafterschool.org with your specific situation for an answer.

  • I submitted a claim with a start date in the last month of a claim period. However, the family is delaying their start in the next month. Can my claim be accepted as is?

    We can only accept scholarship claims and scholarship extension claims during their claim period. If you submit a claim for a child who will not be attending during that claim period, you may need to resubmit. For example, if you submit a claim in July for a child and they delay their start date to August, you will need to resubmit the scholarship claim in August as it is a new claim period. Claim periods are:

    • May-July 2021
    • August-September 2021
    • October-December 2021
    • January-March 2022
